This is not true — in fact, it's the opposite. Aerobic exercise for any amount of time can decrease inflammation and decrease weight gain in the abdominal area. Abdominal fat is the worst kind because it is associated with chronic inflammation and is more likely to lead to type 2 diabetes and heart disease.
All types and duration of exercise can benefit the upper body. Even walking at a moderate pace (as if you were late to work) can reduce fat storage in the abdominal area.
