For any Russian rights, you can only drive in Ukraine and Russia, of course, while in other countries you can drive under Russian rights obtained only after March 1, 2011. But everything is not so simple - for such rights you can drive only in those countries that are parties to the Vienna Convention, which approved this version of rights. but in order to have a 100% guarantee to drive all countries by car, it’s worth getting an international driver's license. But here it is not so simple - you must have this certificate + parental rights.

National rights are all that are issued by traffic police in Russia, and international - specials. rights in the form of booklets (issued only in the presence of national). They should be issued at the request of the traffic police and they don’t even need to retake anything (at least it used to be that way, I don’t know now). For such rights, you can drive in almost any country (the list can be searched on the Internet).If the country is not in this list, then it does not recognize any other driver's licenses, except their own.
